MICHAEL JEWELL

Attorney at Law

Michael Jewell is an attorney at Jewell & Associates, PLLC. Licensed by the State Bar of Texas since 1989, Michael’s legal practice primarily focuses on representing clients before the state and federal regulatory agencies and enforcement entities on matters addressing electricity, telecommunications, and professional regulation.

Michael also has been involved in Texas government affairs and public policy for more than 25 years. He has served as a legislative and regulatory advocate for national and international corporations, including AT&T, Reliant Energy, Enel X, and Direct Energy, on matters involving the competitive electric and telecommunications markets. In his role, Michael has helped shape and advocate his clients’ public policy positions with state legislators, key executive officials, and state regulatory agencies, including testifying before state legislative committees. Michael also has served on the staff of several state officials, including Governor George W. Bush.

Born in Dallas, Texas, Michael attended the University of Texas at Austin for both his undergraduate and law school education. He began his legal career in the Austin office of Fulbright & Jaworski LLP, where he was involved with matters relating to the regulation of the electric utility industry. He subsequently practiced law at Haynes and Boone, LLP where he was involved with matters relating to the regulation of the electric and telecommunications industries. After serving on the staff of Governor Bush, Michael worked in-house at AT&T, Direct Energy, and Reliant Energy, before returning to private practice at Haynes and Boone and subsequently re-establishing Jewell and Associates.

Michael is active in a variety of organization. He has participated in the Association of Electric Companies of Texas and the Gulf Coast Power Association. He has served as a member of the Corporate Advisory Board of the Texas Association of Mexican American Chambers of Commerce and as a member of the Board of Directors of the Texas Association of Business. Michael is a member of the State Bar of Texas and the Travis Country Bar Association and is AV® Peer Review Rated Preeminent by Martindale-Hubbell® Law Directory.

SUZANNE L. BERTIN

Regulatory and ERCOT Market Advisor

Suzanne L. Bertin is a Regulatory and ERCOT Market Advisor to Jewell & Associates, PLLC. Suzanne has more than 25 years of experience in Texas public policy and regulation for electricity markets, telecommunications, and new technologies, including roles in the public sector, private sector, and a non-profit trade association.

Immediately prior to joining the Jewell & Associates team, Suzanne led Texas Advanced Energy Business Alliance (TAEBA)’s efforts to promote the advanced energy industry in the State of Texas. Advanced energy encompasses a broad range of products and services that constitute the best available technologies for meeting energy needs today and tomorrow.
Prior to joining TAEBA, Suzanne handled regulatory and government affairs in Texas and the Southeast for EnerNOC (now part of Enel NA), a global leader in demand response and energy intelligence software. Suzanne also was Director of Regulatory Affairs at Reliant Energy (which later became NRG) for more than a decade where she worked on a wide range of wholesale and retail legislative and regulatory issues, from the inception of the competitive retail market in ERCOT and through its first eleven years of operation. In these roles, Suzanne has had direct business and policy experience for a range of advanced energy technologies including energy efficiency, demand response, solar, wind, electric vehicles, and smart grid.

Suzanne worked in the Office of Policy Development at the Public Utility Commission of Texas in the late 1990s, when the ERCOT competitive retail market was established by Texas Senate Bill 7. She co-led the team responsible for implementing the transition to competition, which encompassed more than 40 regulatory proceedings, many of which were highly complex and contentious. Suzanne also held electrical engineering positions at Austin Energy and at NASA’s Johnson Space Center prior to entering the world of public policy.

Suzanne holds a Master of Public Affairs degree from the LBJ School of Public Affairs at the University of Texas at Austin.  Suzanne also holds a Bachelor of Science in Electrical Engineering and a Bachelor of Arts (Managerial Studies), both from Rice University in Houston, Texas. A native Texan born and raised in the Dallas-Fort Worth Metro area. Suzanne currently lives in Austin.

PAMELA PRUITT WHITTINGTON

Regulatory and ERCOT Market Advisor

Pamela Pruitt Whittington is a Regulatory and ERCOT Market Advisor with Jewell & Associates, PLLC. She focuses on representing clients before the Public Utility Commission of Texas, in the stakeholder process at the Electric Reliability Council of Texas, and before the Texas Legislature. Pam draws on her extensive regulatory background, as well as the business experience she gained while working as a Certified Public Accountant, to assist clients in developing policy positions that are effective from both regulatory and business perspectives.

As the former Deputy Executive Director of the PUCT, Pam has more than 25 years of experience working in the regulatory and legislative areas. In her career at the PUCT, she managed the testifying experts and technical divisions, directed the Staff position in many significant proceedings, and established the Oversight and Enforcement Division. Pam advised the Commissioners on policy and complex contested cases and rulemaking proceedings. She also worked closely with staff members at the Texas Legislature, drafted legislation at their direction, and testified before committees.

Pam has developed strong relationships with Commission Staff, ERCOT Staff, ERCOT stakeholders, and the regulated community. These relationships, along with her technical expertise and creative approach, enabled Pam to achieve settlement agreements in several complicated contested cases involving many different parties and to effectively represent the Commission Staff’s perspective in the ERCOT stakeholder process.

Pam graduated from Howard Payne University in Brownwood, Texas, with a degree in accounting. Prior to joining the PUCT Staff, she practiced public accounting. Pam lives with her husband and two cats in their 1920 City of Austin Historic Landmark Home where she enjoys gardening and tending her flock of chickens.
